Over 200 State Lawmakers Call on Congress to Oppose Great American AI Act Preemption Proposal
Bipartisan letter points to growing risks for children, workers, communities On Tuesday, a bipartisan coalition of over 200 state lawmakers urged Congress to oppose a new scheme to preempt state AI laws included in the Great American AI Act (GAAIA). Their letter, led by Sens. Michael Moore (D-MA) and Louis Blessing (R-OH) and signed by lawmakers from 42 states, warns that state lawmakers are on the frontlines of addressing emerging AI harms to children, workers, and communities.
Read the letter: State lawmakers oppose GAAIA’s AI law preemption. “The Great American AI Act’s preemption provision promises to override state AI laws related to the development of any AI model without implementing a federal framework to replace current state protections,” the coalition of state lawmakers wrote in the letter. “Such a sweeping category of laws would include measures addressing AI models trained on copyrighted works or child abuse content, legislation ensuring that AI is not developed in a way that discriminates against workers or homebuyers, and state bills that protect the privacy of consumers. Not only is the provision extremely broad as written, but the tech industry will almost certainly weaponize such a provision in court to strike down state measures not intended to fall within the scope of GAAIA.” Over the past month, ARI and a coalition of organizations, including Public Citizen, Demand Progress, Design It For Us, Encode, and Massachusetts Indivisible have gathered thousands of petitions from Massachusetts voters opposing GAAIA’s preemption provision.
